At the same time, local governments have refused to enforce their own laws (as Steve notes), and the responsible majority within the food and drink economic sector has looked the other way while the scofflaws deny science and shirk voluntary restrictions.
Change has to come from both directions. This being America, it likely won’t, with the pandemic lasting longer and causing more suffering than it should.
